Right off the start, I'll just say this anime is great. If you're like me and often browse random old OVAs looking for something short and fun to watch, this one is for you. Houkago no Tinker Bell is an entertaining 40ish-minute OVA that has fun main characters, a bit of school drama and a mystery. The aspect I enjoyed the most are the two main characters, a boy and a girl who are neighbors since they were kids and study at the same school and even in the same class. They have a very close friendship that is bordering on an actual relationship but theydon't know it yet, and they are constantly bantering with each other (in a fun way). Then there's the mystery aspect, where some weird event happens that kicks off the main story of the anime. Since it's a single episode, it gets resolved "quickly", but it did it so in a respectable and satisfying manner given its runtime. Honestly, the 5.45 rating kinda baffles me. I don't know if it's because I have a tendency to like shorter/old stuff or if this one is really underrated or maybe both, but I strongly believe this rating DOES NOT reflect the experience it provides. I went in expecting nothing, ended up having a good time. Thumbs up from me and I encourage any old OVA enjoyer to give it a chance.
