Her appearance changes to match that of whoever the person looking at her is most comfortable with. To Yato, she looks like Hiyori, and to Ebisu, she looks like the middle-aged woman who owns his favorite restaurant. The purpose of the illusion is to make people who see her comfortable and more willing to stay in the Underworld with her, especially since those who see her true form always run away.
