She is withdrawn and reclusive because she doesn't like humans. She is the apocathary for Fairy Tail and it is suggested that she and Makarov have a history together. She is the Grandine from Edolas. However in no way can she transform into a dragon, she is 100% human. Makarov found her and helped her settle on Earthland. Revealed in chapter 260.
